Ms. Ross (for herself, Mrs. Foushee, Mr. Davis of North Carolina, and Ms. Adams) introduced the following bill; which was referred to the Committee on Transportation and Infrastructure

A BILL

To prohibit the Secretary of Homeland Security from implementing any policy that would require the personal approval of the Secretary of any expenditure of the Federal Emergency Management Agency of $100,000 or more, and for other purposes.

Section 1. Short title

This Act may be cited as the FEMA Administrative Reform Act.

Sec. 2. FEMA administrative reform

Notwithstanding any other provision of law, the Secretary of Homeland Security may not implement any policy that would require the personal approval of the Secretary of any expenditure of the Federal Emergency Management Agency of more than $100,000 for disaster-related costs.
