Mr. Lynch (for himself, Mr. Garcia of California, Ms. Norton, Mr. Walkinshaw, Ms. Budzinski, and Mr. Pappas) introduced the following bill; which was referred to the Committee on the Judiciary, and in addition to the Committees on Oversight and Government Reform, Ways and Means, and House Administration, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned
To provide that Executive Order 14399 shall have no force or effect, and for other purposes.
Section 1. Short title
This Act may be cited as the Vote by Mail Protection Act of 2026
.
Sec. 2. Executive Order 14399
(a) In general
Executive Order 14399 (91 Fed. Reg. 17125; relating to ensuring citizenship verification and integrity in Federal elections) shall have no force or effect, and any contract or arrangement entered into by an agency to carry out activities pursuant to such Executive order shall be abrogated.
(b) Prohibition
None of the funds made available for the salaries and expenses of an agency may be used to carry out activities pursuant to such Executive order.
