Ms. Bonamici (for herself, Ms. Norton, Ms. Wilson of Florida, Mr. García of Illinois, Ms. Tlaib, Mr. Johnson of Georgia, Ms. Simon, Mr. Evans of Pennsylvania, Mrs. Watson Coleman, Ms. Goodlander, Ms. Garcia of Texas, and Ms. Randall) introduced the following bill; which was referred to the Committee on Appropriations, and in addition to the Committees on the Judiciary, and Homeland Security, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned
To provide supplemental appropriations for certain programs of the Administration for Children and Families, and for other purposes.
Section 1. Short title
This Act may be cited as the Daycare Not Detentions Act of 2026
.
Sec. 2. Supplemental appropriations
(a) Child Care and Development Block Grants
In addition to amounts otherwise available, there is appropriated, out of any funds in the Treasury not otherwise appropriated, $25,500,000,000, to remain available through fiscal year 2029, to the Administration for Children and Families within the Department of Health and Human Services, for necessary expenses in carrying out the Child Care and Development Block Grant Act of 1990 (42 U.S.C. 9857 et seq.).
(b) Child Care Entitlement to States
In addition to amounts otherwise available, there is appropriated, out of any funds in the Treasury not otherwise appropriated, $20,000,000,000, to remain available through fiscal year 2029, to the Administration for Children and Families within the Department of Health and Human Services, for necessary expenses in carrying out section 418 of the Social Security Act (42 U.S.C. 618).
(c) Head Start
In addition to amounts otherwise available, there is appropriated, out of any funds in the Treasury not otherwise appropriated, $24,000,000,000, to remain available through fiscal year 2029, to the Administration for Children and Families within the Department of Health and Human Services, for necessary expenses in carrying out the Head Start Act (42 U.S.C. 9801 et seq.).
(d) Preschool development grants
In addition to amounts otherwise available, there is appropriated, out of any funds in the Treasury not otherwise appropriated, $500,000,000, to remain available through fiscal year 2029, to the Administration for Children and Families within the Department of Health and Human Services, for necessary expenses in carrying out section 9212 of the Every Student Succeeds Act (42 U.S.C. 9831 note).
Sec. 3. Rescission
Of the amounts appropriated or otherwise made available by the Secure America Act (Public Law 119–98) for U.S. Customs and Border Protection and U.S. Immigration and Customs Enforcement that remain unobligated on the date of enactment of this Act, $70,000,000,000 are hereby rescinded.
