Mr. Mackenzie submitted the following resolution; which was referred to the Committee on Rules
Amending the Rules of the House of Representatives to restrict a recorded vote on any question put before the House after a certain hour, and for other purposes.
Section 1. Short title
This resolution may be cited as the Protecting Deliberative Process in the House Resolution
.
Sec. 2. Restrictions on recorded votes in the House
Rule XXIX of the Rules of the House of Representatives is amended by adding at the end the following new clause:
5.
Notwithstanding any other rule of the House, no recorded vote conducted pursuant to the voting procedures under rule XX may be ordered on or after 11:00 p.m. on any day the House is in session unless it is determined, by an affirmative vote of at least three-fourths of the Members voting, a quorum being present, that exigent circumstances exist such that an exception to this requirement is warranted.
